This evaluation/research support project developed a process for the Pennsylvania Commission on Crime and Delinquency (PCCD) to use in producing meaningful information on the performance of PCCD-funded projects.
Abstract
The primary component of the project was to develop a process for the selection, submission, analysis and use of performance measurement data. The project was conducted in two phases. The first phase identified and assessed needs associated with the revision of PCCD's performance measurement approach. The findings for Phase 1 are presented in the report entitled, "Report I: Assessment of PCCD's Office of Criminal Justice System Improvements (OCJSI) Current Performance Measurement Approach," published in February 2009. A summary of Phase I findings are presented in the current report. Phase 2 completed an audit of PCCD's developed performance measures. The current report ("Report 2") describes the process and results of the audit. The audit included only those measures active as of September 2010 that were developed by PCCD (n = 2,117) for the purpose of assessing the performance of grantees. The audit did not include performance measures developed by grantees. The Phase 2 audit concludes that the current performance measurement system positions PCCD to produce a wide variety of information on the performance of the programs and projects they fund; however. Some elements related to the design of the system and the performance measures being used impede the production of high-quality information. The audit recommendations are intended to improve the data-collection process, assist in data certification, and facilitate the use of performance measures by PCCD and grantees.
