THE AUTHOR DEFENDS THE CENTRALIZATION OF POLICE ADMINISTRATION PROPOSED BY THE COMMITTEE OF POLICE ORGANIZATION IN 1971.
Abstract
A CHARACTERISTIC OF THE NORWEGIAN POLICE ORGANIZATION IS DECENTRALIZATION AND LACK OF CENTRAL PROFESSIONAL LEADERSHIP. THE POLICE SECTION IN THE MINISTRY OF JUSTICE IS RESPONSIBLE FOR THE COORDINATION AND PLANNING OF POLICE ACTIVITIES. OPERATIONAL LEADERSHIP BELONGS TO LOCAL CHIEFS OF POLICE. ACCORDING TO THE COMMITTEE THE OVERALL LEADERSHIP OF THE POLICE IS TO BE CENTRALIZED AND PLACED UNDER AN INDEPENDENT POLICE DIRECTORATE. THE AUTHOR DEFENDS THE PROPOSAL AGAINST ALLEGED LACK OF POSSIBILITY FOR PARLIAMENTARY CONTROL. --IN NORWEGIAN
