This manual is intended to provide public and private attorneys with information about the child support enforcement procedures specified under Public Law 98-378, the Federal Child Support Enforcement Amendments of 1984.
Abstract
These amendments mandate that States enact several specific remedies and procedures to improve their child support enforcement programs. The law also seeks to make equal the treatment of welfare and non-welfare families and to strengthen interstate enforcement. The procedures addressed in the manual include mandatory income withholding, liens to enforce support orders, bonds or other guarantees to enforce support, and State and Federal income tax refund offsets. It also discusses methods of locating absent parents and their assets. Attorneys are advised to find out what specific child support laws were enacted in their States during or after the 1985 legislative session, because the manual was prepared while most State legislatures were introducing bills to bring their States into compliance with the Federal amendments.
