BASED ON ASSUMPTION THAT POOR PEOPLE ARE USUALLY DENIED THEIR CIVIL RIGHTS IN EMPLOYMENT, EDUCATION, AND OTHER AREAS.
Abstract
THIS REPORT SUMMARIZES THE MAJOR FINDINGS OF THE YEAR OF STUDY AND MAKES CERTAIN RECOMMENDATIONS. IT CONCERNS ITSELF WITH LAWS AND ORDERS THAT TOGETHER ESTABLISH A FEDERAL CIVIL RIGHTS POLICY, IT ATTEMPTS TO ASSESS THE EXTENT TO WHICH THE RIGHTS GUARANTEED BY THOSE LAWS ARE REALIZED THROUGH ENFORCEMENT, EITHER THROUGH VOLUNTARY COMPLIANCE OR WHERE THAT FAILS, THROUGH THE USE OF SANCTIONS. AN UNDERSTANDING OF WHERE CIVIL RIGHTS ENFORCEMENT FAILS AND HOW IT CAN BE IMPROVED BECOMES A CRITICAL MATTER IN THE DEVELOPMENT OF EFFECTIVE ANTIPOVERTY PROGRAMS.
