DESCRIPTION OF A PROPOSED STATE PLAN FOR AN INTEGRATED NETWORK OF REGIONAL FACILITIES SUPPORTING A COMPREHENSIVE SYSTEM OF COMMUNITY-BASED CORRECTIONS PROGRAMS.
Abstract
DISCUSSED ARE THE ADVANTAGES FOR INMATES OF THIS NEW SYSTEM, THE USE OF COMMUNITY RESOURCES, AND THE DIFFERENCES IN SYSTEM DESIGN REQUIRED BY VARIOUS LOCALES. THREE MODEL SYSTEMS ARE ILLUSTRATED CORRESPONDING TO RURAL, DEVELOPED, AND MIXED AREAS. IT IS POINTED OUT THAT A REGIONALIZED COMMUNITY-BASED CORRECTIONS SYSTEM IS LESS COSTLY AND MORE EFFICIENT THAN EACH JURISDICTION RUNNING ITS OWN FACILITY, THAT OFFENDERS KEPT IN THE COMMUNITY AND EMPLOYED CAN SUPPORT THEIR FAMILIES AND CONTRIBUTE TO THE TAXES, AND THAT THEY OFFER THE BEST MEANS OF REHABILITATING OFFENDERS.
