Abstract
REGIONALISM HAS BEEN ADVANCED AS AN EFFECTIVE APPROACH TO THE CHALLENGES OF ADMINISTRATIVE FRAGMENTATION AND MOUNTING CRIME AND RECIDIVISM RATES, BUT THE PROLIFERATION OF SEPARATE AREAWIDE EFFORTS RAISES THE POSSIBILITY OF GREATER DISCONNECTION AND DUPLICATION OF EFFORT. THE COUNTY CAN PLAY A SIGNIFICANT ROLE IN REDUCING CRIME ON A COUNTYWIDE OR CITY-COUNTY BASIS ONLY IF FISCAL, ADMINISTRATIVE, FUNCTIONAL, AND PERSONNEL POWERS ARE OPERATING EFFICIENTLY.
