Abstract
THIS MANUAL DESCRIBES LOCAL GENERAL ELECTED OFFICIALS AS PARTICIPANTS IN THE CRIMINAL JUSTICE SYSTEM. IT IS AN ATTEMPT TO DO FOR LOCAL OFFICIALS WHAT THE PRESIDENT'S COMMISSION ON LAW ENFORCEMENT AND ADMINISTRATION OF JUSTICE AND OTHERS HAVE DONE FOR THE COMPONENTS IN THE CRIMINAL JUSTICE SYSTEM - TO OUTLINE WHAT HAS BEEN LEARNED ABOUT THE WAY ELECTED OFFICIALS HAVE BROUGHT THEIR POLITICAL INFLUENCE TO BEAR ON THE ACTIVITIES OF THE CRIMINAL JUSTICE PROCESS. THE MANUAL ATTEMPTS TO SYNTHESIZE AND RELATE TO THE CRIMINAL JUSTICE SYSTEM A NEW BODY OF REGIONAL PLANNING EXPERIENCE STEMMING FROM THE PROVISIONS OF THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968. THE STRUCTURE OF THE CRIMINAL JUSTICE SYSTEM, THE LACK OF COORDINATION WITHIN THE SYSTEM, EFFECTS OF THE OMNIBUS CRIME CONTROL BILL, THE NEED FOR CRIMINAL JUSTICE PLANNING, THE ROLE OF LOCAL ELECTED OFFICIALS AND A REVIEW OF THE CONCEPT OF AN AREAWIDE APPROACH TO CRIMINAL JUSTICE PLANNING ARE INCLUDED.
