This material provides general crime prevention policy guidance for the U.S. Army, instructions for establishing installation crime prevention programs, and the designation and instructions for annual crime prevention campaigns.
Abstract
The overall objectives of the Army's crime prevention program is to provide a secure environment for Service members and their families by orienting individuals, Army leadership, and Army law enforcement activities toward crime prevention. Crime prevention responsibilities are specified for the Deputy Chief of Staff for Personnel, the Deputy Chief of Staff for Logistics, the Adjutant General, the Chief of Engineers, the Chief of Public Affairs, Comptroller of the Army, and various commanders. The crime prevention program support provided by Army law enforcement is specified. Training is through crime prevention courses offered by civilian agencies. The manual for developing installation crime prevention programs includes guidelines for crime analysis to identify crime prevention modes, command and individual countermeasures for specific crimes, and program evaluation procedures. Crime prevention measures include a crime hot line, security lighting, environmental design, and patrol tactics. Publicity campaigns and residential security surveys are also discussed. Countermeasures are presented for juvenile crime, fraud, internal thefts, and arson. Elements of a community crime prevention program are considered as well. A circular establishes general guidelines for the conduct of periodic crime prevention campaigns and themes for Army crime prevention campaigns. Specific guidance is given for child abuse and robbery prevention campaigns.
