A SYSTEM APPROACH TO ROBBERIES AND ASSAULTS ON URBAN MASS TRANSIT SYSTEMS WITHIN THEIR SOCIAL CONTEXT IS PRESENTED.
Abstract
THE READY-FARE SYSTEM OF FARE COLLECTION HAS VIRTUALLY ELIMINATED ROBBERY FROM THE BUS DRIVER PROBLEM. THE BUS ROBBERS ARE GENERALLY YOUNG BLACK/MALES WITH LIMITED EXPERIENCE IN CRIME AND LITTLE INTENT TO HARM THE VICTIM. THE ASSAULT PROBLEM IS OF ENORMOUS PROPORTIONS, AND DRIVERS EXPECT THIS ABUSE AS PART OF THE JOB. SUCH ASSAULTS GENERALLY ARISE FROM A CONFLICTUAL TRANSACTION BETWEEN THE DRIVER AND PASSENGER. THE REPORT MAKES GENERAL RECOMMENDATIONS PLUS SPECIFIC RECOMMENDATIONS BOTH TO THE TRANSIT INDUSTRY AND TO INDIVIDUAL DRIVERS AND DRIVER ORGANIZATIONS.
