THE NEED FOR RESEARCH ON CAUSES AND TREATMENT OF BIOLOGICAL MALFUNCTIONING IS DISCUSSED, AND A REVIEW OF THE LITERATURE ON THE RELATIONSHIP BETWEEN LEARNING PROBLEMS AND JUVENILE DELINQUENCY IS PRESENTED.
Abstract
THE ATUHOR STATES THAT CURRENT PROGRAMS TO LOWER THE CRIME RATE BY DEALING WITH ENVIRONMENTAL AND PSYCHOLOGICAL FACTORS HAVE FAILED. HE SUGGESTS A DIFFERENT APPROACH TO CRIME REDUCTION, THROUGH INVESTIGATION OF THE RELATIONSHIP OF LEARNING DISABILITIES AND JUVENILE DELINQUENCY. LEARNING DISABILITY IS DEFINED AS A TERM WHICH ENCOMPASSES MANY PROBLEMS, ALL OF WHICH INVOLVE SOME TYPE OF CEREBRAL DYSFUNCTION. NUMEROUS STUDIES ARE CITED WHICH SHOW A HIGH INCIDENCE OF LEARNING DISABILITIES, MINIMAL BRAIN DAMAGE, AND POOR SCHOOL PERFORMANCE IN JUVENILE DELINQUENTS. PROPOSED SECTIONS TO BE STUDIED, INCLUDING THE ETIOLOGY OR CAUSE OF CEREBRAL DYSFUNCTION, PREVENTION AND TREATMENT, AND A PROPOSED RESEARCH PROGRAM ARE LISTED IN THIS REPORT.
