THE REPORT SUGGESTS HOW 911 UNIVERSAL EMERGENCY TELEPHONE SERVICE MIGHT BEST BE IMPLEMENTED IN MARICOPA COUNTY, ARIZONA, BASED ON A SELECTIVE ROUTING SYSTEM WITH AUTOMATIC NUMBER AND LOCATION IDENTIFICATION FEATURES.
Abstract
THE VALUE OF 911 EMERGENCY SERVICE HAS LONG BEEN RECOGNIZED, AND IT IS DIRECTLY RELATED TO RESPONSE TIME. IN CRITICAL EVENTS, A 1-MINUTE REDUCTION IN RESPONSE TIME BY PUBLIC SAFETY PERSONNEL CAN HAVE A SIGNIFICANT IMPACT ON THE AMOUNT OF PROPERTY DAMAGE IN A FIRE, THE RATE OF CRIMINAL APPREHENSION, OR THE SAVING OF A LIFE. USE OF 911 HAS BEEN SHOWN TO PROVIDE AT LEAST A 1-MINUTE REDUCTION IN THE TIME TAKEN TO PLACE THE EMERGENCY CALL. THE MARICOPA COUNTY 911 TECHNICAL ADVISORY COMMITTEE, WITH CONSULTANT ASSISTANCE, RECOMMENDED THE IMPLEMENTATION OF THE 911 SYSTEM BASED ON AN ELECTRONIC ROUTING SYSTEM WHICH AUTOMATICALLY NOTES THE LOCATION OF INCOMING CALLS AND ROUTES THEM TO THE PROPER AGENCY SERVING THAT LOCATION. THE COMMITTEE ALSO RECOMMENDED INCORPORATION OF THE AUTOMATIC NUMBER IDENTIFICATION AND THE AUTOMATIC LOCATION IDENTIFICATION FEATURES. THERE IS TO BE ONE CENTRAL LOCATION FOR ANSWERING ALL 911 TELEPHONE CALLS IN EACH OF NINE SPECIFIC AREAS OF THE COUNTY. GOOD COST ESTIMATES OF THE DESIRED 911 SERVICES ARE NOT AVAILABLE, BUT A BEST ESTIMATE OF THE AVERAGE RECURRING COST IS $4.27 PER CRITICAL EVENT. FINANCING IS TO BE THROUGH A TAX OR SERVICE AVAILABILITY CHARGE ON TELEPHONE BILLS. OTHER SOURCES INCLUDE USE OF MOUNTAIN STATES BELL TELEPHONE COMPANY ARIZONA OVERCHARGE FUND, THE MARICOPA COUNTY REVENUE SHARING FUNDS, AND THE STATE OF ARIZONA GENERAL FUND. APPENDICES INCLUDE THE STANDARDS FOR 911 SERVICE, DOCUMENTATION FOR ESTIMATED RECURRING COSTS, AND PUBLIC SAFETY ACTIVITY DATA.
