ONE OF TWO REPORTS PRODUCED BY THE TRAINING IN ECONOMICS AND POLICY ANALYSIS PROJECT, THIS COLLECTION OF READINGS FOCUSES ON CORRECTION AGENCIES' USE OF RESOURCES FOR POLICY ANALYSIS AND ANALYSIS RESULTS FOR DECISIONMAKING.
Abstract
THE COLLECTION BEGINS WITH INTRODUCTORY MATERIAL EXPLAINING THE MEANING OF POLICY ANALYSIS AND THE POLICY ANALYSIS PROCESS AND DESCRIBES THE 1-YEAR PROJECT, WHICH INCORPORATED TRAINING, TECHNICAL ASSISTANCE, AND RESEARCH COMPONENTS OF 31 STATES AND LOCAL AGENCIES TO STUDY APPLICATION OF POLICY ANALYSIS IN CORRECTIONS. THE REPORT PRESENTS NINE CASE STUDIES CONDUCTED DURING THE COURSE OF THE PROJECT AND ADDRESSING THREE ISSUES: RESOURCE UTILIZATION, CORRECTIONAL ORGANIZATION, AND INTERAGENCY RELATIONS. THREE OF THE STUDIES ARE PRIMARILY ECONOMIC--A COST-EFFECTIVENESS ANALYSIS OF THE RESIDENTIAL CORRECTIONS FACILITY AT FORT DES MOINES IN IOWA; A STRATEGY FOR RATIONAL RESOURCE ALLOCATION IN THE SAN DIEGO, CALIF., PROBATION DEPARTMENT; AND DECENTRALIZATION OF ADULT PROBATION SERVICES IN MARICOPA COUNTY, ARIZ., BASED ON DELPHI FORECASTING TECHNIQUES TO PREDICT FUTURE PROBATIONARY POPULATIONS. THREE STUDIES DEALING WITH ORGANIZATIONAL ISSUES COVER SERVICE DISTRIBUTION WITHIN A METROPOLITAN AREA, SHARING STATE-LOCAL RESPONSIBILITIES, AND AGENCIES' INTERNAL JOB STRUCTURE. CONTROLLING DISCRETION IN LARGE-SCALE ORGANIZATIONS, AND INTERACTIONS BETWEEN EXECUTIVE, LEGISLATIVE, AND JUDICIAL BRANCHES OF GOVERNMENT ARE TOPICS ADDRESSED IN REMAINING PAPERS.
