              This report presents results from a survey designed to determine the status of each State's efforts to counter drunk driving.
          Abstract
              The survey, which was conducted in January 1991 obtained completed questionnaires for 49 of the 50 States.  The questionnaire covered 10 program areas: leadership, victim issues, statistical records systems, enforcement programs, drunk-driving legislation, responsible alcohol service, prevention and public information, youth prevention and education, self-sufficiency programs, and innovative programs. On average, the States were able to complete 75 percent of the 63 questions. The responses from each State are presented in chart and narrative form, and the top 10 States are listed for each of the 10 survey categories.  Overall, the States have made significant progress in countering the drunk-driving problem. Although much remains to be done, most States have made significant efforts to mount a multifaceted statewide program in alcohol safety that covers most of the areas critical to reducing the problem. These survey results will provide a baseline for determining progress in reducing and preventing drunk driving in the next decade.
