REPORT ON THE FINDINGS OF A NATIONAL TELEPHONE AND MAIL SURVEY OF 51 POLICE DEPARTMENTS REPORTEDLY OPERATING OR DEVELOPING INNOVATIVE OR PROGRESSIVE METHODS FOR INVESTIGATING RAPE CASES AND DEALING WITH RAPE VICTIMS.
Abstract
DEPARTMENTS WERE QUESTIONED AS TO THE NATURE OF THE INVESTIGATION, PATROL AND SUPPORT SERVICES, VICTIM SERVICES, AND INFORMATION SYSTEMS. SITE VISITS WERE MADE TO 13 POLICE DEPARTMENTS GUIDELINES (BASED LARGELY ON THE SURVEY RESULTS) FOR POLICE IMPROVEMENT OF CURRENT POLICIES AND PROCEDURES FOR THE CONTROL OF FORCIBLE RAPE, ARE OUTLINED. RECOMMENDATIONS ARE PRESENTED IN A SEQUENCE ROUGHLY CORRESPONDING TO THE CHRONOLOGY OF A REPORTED RAPE AND THE ENSUING POLICE RESPONSE. A GLOSSARY OF LAW ENFORCEMENT TERMINOLOGY IS PROVIDED. THE APPENDIX ALSO CONTAINS A SELECTED BIBLIOGRAPHY, A COPY OF THE ST LOUIS POLICE DEPARTMENT'S PROCEDURES FOR HANDLING RAPE CASES, AND QUESTIONNAIRES USED IN THE TELEPHONE SURVEY AND ONSITE VISITS OF POLICE AGENCIES.
