FINDINGS ON ATTITUDES AND ECONOMIC AND SOCIAL CONDITIONS WHICH ARE POTENTIAL CAUSES OF RACIAL DISORDERS IN WASHINGTON STATE, AND EFFORTS TO AVOID OPEN CONFLICT.
Abstract
THE COMMISSION ON THE CAUSES AND PREVENTION OF CIVIL DISORDER COMPARES THE FINDINGS OF THE KERNER COMMISSION WITH THE RACIAL CONDITIONS OF WASHINGTON STATE. ALTHOUGH THERE HAVE BEEN NO MAJOR DISORDERS IN THE STATE, THE COMMISSION FOUND EVIDENCE OF CONDITIONS WHICH COULD CAUSE RIOTS. THESE CONDITIONS INCLUDE LOWER INCOMES FOR BLACKS THAN FOR WHITES, WHITE AND BLACK BIGOTRY, AND TENSION BETWEEN GHETTO RESIDENTS AND THE POLICE. THE AUTHORS DISCUSS ECONOMIC PROGRAMS WHICH HAVE BEEN INITIATED TO SOLVE PROBLEMS OF THE GHETTO. AN EXAMPLE IS THE SPOKANE COMMUNITY ACTION COUNCIL WHICH CONCENTRATES ON NEEDED SERVICES TO INDIVIDUALS AND FAMILIES AND ALSO ON COMMITMENT TO NEIGHBORHOOD IMPROVEMENT. THE COMMISSION MAKES RECOMMENDATIONS FOR IMPROVEMENTS IN THE AREAS OF BUSINESS AND LABOR, HOUSING, EMPLOYMENT, EDUCATION, LAW ENFORCEMENT, SOCIAL WELFARE AND HEALTH.
