Abstract
IMPORTANT FACTORS FOR CONSIDERATION INCLUDE THE POSITION OF THE POLICE DEPARTMENT IN RESPECT TO THE COURTS, CITY GOVERNMENT AND THE CRIME SITUATION, RACIAL DIVISIONS IN THE WIDER SOCIETY AND HOW THEY AFFECT THE RECRUITMENT AND TRAINING OF POLICEMEN, AND THE TENSIONS INTERNAL TO THE POLICE DEPARTMENT WHEN BLACK AND WHITE OFFICERS HAVE DIFFERENT IDEAS ABOUT POLICE POLICIES AND COMPETE WITH ONE ANOTHER FOR PROMOTION.
