THIS WORK ATTEMPTS TO DEFINE ACCOUNTABILITY AND TO CLARIFY ITS PROPER APPLICATION TO GOVERNMENT AGENCIES.
Abstract
THE AUTHOR DISCUSSES WHAT IT MEANS FOR A GOVERNMENT ENTITY TO BE ACCOUNTABLE. HE ELABORATES ON THE THREE STAGES OF THE PROCESS OF HOLDING A GOVERNMENT AGENCY ACCOUNTABLE. HE PRESENTS THE CONCEPT OF ACCOUNTABILITY AS IT APPLIES PRACTICALLY TO VARIOUS KINDS OF TRANSACTIONS BETWEEN GOVERNMENTS, AND THE PROBLEMS THAT ATTEMPTS AT ACHIEVING A FULLER GOVERNMENTAL ACCOUNTABILITY WILL FACE. THE FINAL SECTION SUGGESTS A NUMBER OF MEANS BY WHICH AUDITORS AND EVALUATORS CAN HELP MAKE GOVERNMENT ENTITIES MORE ACCOUNTABLE IN WAYS THAT WOULD SERVE THE PUBLIC INTEREST. (AUTHOR ABSTRACT)
