This article examines how to identify incarcerated offenders who no longer pose an undue risk to society.
Abstract
The National Parole Board has a policy of keeping high-risk offenders in prison until their statutory release date, believing that these offenders pose an undue risk to society. However, research has shown that many of these high-risk offenders do not recidivate within a 10-year period following their statutory release. The authors examined two datasets to uncover how these types of offenders may be identified so that they are no longer considered an undue threat to society. Data included information from the Correctional Service of Canada’s Offender Mandatory System and interviews with offenders who have not re-entered the correctional system after their statutory release.
