Twelve papers discuss the evaluation of police performance in general as well as specific police activities and areas of responsibility.
Abstract
After reviewing the basic elements of Total Quality Management (TQM), the first chapter examines the application of TQM principles in policing, followed by a chapter that discusses the validity of the Uniform Crime Reports (UCR) as an indicator of police effectiveness. The third chapter considers how the police should demonstrate their effectiveness to public officials and to community residents, and chapter four discusses the functions of police crime analysis, as well as data collection and collation for crime analysis. The fifth chapter provides an overview of community policing, as it considers issues related to philosophy, management orientation, mandate, operations, and the future. Chapter six addresses the issues involved in measuring the impact of community problem-oriented policing, followed by a chapter that discusses how to measure the effectiveness of street-level drug enforcement. Remaining chapters focus on the assessment of alternative responses to calls for service, rethinking detective management, the evaluation of tactical patrol, the measurement of police performance in public encounters, and a content analysis of police accreditation standards to determine whether they reflect the values of community and problem-oriented policing.
