This paper discusses the difficulty of latent print identification compared to rolled prints, the training programs for latent print examiners, and the International Association of Identification (IAI) certification program.
Abstract
Neither the IAI nor the FBI require a minimum number of ridge characteristics in expert testimony about latent fingerprints, which places enormous responsibility on the expert's analysis. Noting that background in 10-print identification does little to train individuals to make latent print comparisons, the paper details a latent print training regime. An acute shortage of latent print examiners is attributed to IAI certification and automation. The paper describes requirements for IAI certification, along with benefits of the program for print examiners and agencies.
