PAPER WHICH DISCUSSES PROBLEMS AND ISSUES IN THE CORRECTIONAL TREATMENT OF CRIMINAL DEVIANTS.
Abstract
THE URGE TO PUNISH AND THE AIMS OF PUNISHMENT ARE CONTRASTED TO THE URGE TO TREAT AND THE AIMS OF TREATMENT. THE AUTHOR THEN EXAMINES THE CURRENT STATE OF CORRECTIONAL TREATMENT IN WHICH, HE CLAIMS, 'REHABILITATIVE PHILOSOPHY AND PROCEDURES HAVE BEEN ADDED TO OR SUPERIMPOSED UPON A PUNISHMENT BASE'. DATA ON THE IMPACT OF CORRECTIONAL PROGRAMS ON RECIDIVISM IS ALSO DISCUSSED, FOLLOWED BY A BRIEF EXAMINATION OF THE RESULTS OF SOME EXPERIMENTAL RESEARCH DESIGNED TO INCREASE THE IMPACT OF THERAPEUTIC INTERVENTION UPON OFFENDERS. LEGAL, MORAL, AND ETHICAL ISSUES INVOLVED IN CORRECTIONS - USE OF PENAL SANCTIONS, DECISIONS ON THE DEGREE OF PUNISHMENT, THE COERCIVE APPLICATION OF TREATMENT, THE TREND TOWARD CORRECTIONAL DUE PROCESS, AND THE USE OF ELECTRONIC TECHNOLOGY - ARE ALSO CONSIDERED.
