ARGUMENT THAT PUNISHMENT AND TREATMENT ARE NOT OPPOSITES, BUT INDEPENDENT, UNRELATED CONCEPTS WHICH ARE NOT MUTUALLY EXCLUSIVE.
Abstract
THE AUTHOR QUESTIONS THE VAILDITY AND ACCURACY OF DEFINING CORRECTIONAL PRACTICES AS EITHER PUNISHMENT OR TREATMENT. THE AUTHOR TESTS HIS THESIS BY INVESTIGATING THE ATTITUDES OF 107 ADULT PROBATION AND PAROLE OFFICERS EMPLOYED BY THE LOUISIANA DEPARTMENT OF CORRECTIONS. FINDINGS INDICATE THAT THE EXPERIENCED PROBATION OFFICER VIEWS PUNISHMENT AND AS HAVING ALMOST EQUAL VALUE AND AS POSSIBLY EXISTING SIMULTANEOUSLY. THEREFORE, CORRECTIONAL PROGRAMS AND PRACTICES, THE AUTHOR REASONS, DO NOT HAVE TO BE EITHER ONE OR THE OTHER. HE SUGGESTS THAT, IN FACT, MOST INVOLVE BOTH PUNITIVE AND TREATMENT ELEMENTS AND THAT THE GOALS OF EACH PRACTICE NEED NOT CONFLICT. A LIST OF REFERENCES IS PROVIDED.
