THE ROLE OF LAW ENFORCEMENT, FIRE PROTECTION, AND MEDICAL RESCUE AGENCIES IN EVACUATING URBAN POPULATIONS DURING A NUCLEAR CRISIS IS EXAMINED IN A STUDY PERFORMED FOR THE DEFENSE CIVIL PREPAREDNESS AGENCY.
Abstract
THIS STUDY DEVELOPED HYPOTHETICAL SCENARIOS FOR THREE PHASES OF THE RELOCATION OPERATION: (1) MOVING CITIZENS FROM RISK AREAS TO NEARBY HOST AREAS IN THE EVENT OF A SEVERE CRISIS; (2) IN THE EVENT OF AN ACTUAL ATTACK, NOTIFYING CITIZENS WHO HAVE BEEN MOVED TO HOST AREAS, MOVING CITIZENS TO SHELTERS UNTIL THE RADIATION COUNT RETURNS TO A SAFE LEVEL, AND RESETTLING CITIZENS WHOSE HOMES HAVE BEEN DESTROYED; AND (3) IN THE EVENT THAT NO ATTACK TAKES PLACE, RETURNING CITIZENS TO THEIR HOMES IN THE RISK AREA AFTER THE CRISIS HAS ABATED. FOR EACH SCENARIO, GENERAL PUBLIC LAW ENFORCEMENT FUNCTIONS ARE DEFINED, TOGETHER WITH FUNCTIONS FOR EACH PUBLIC SAFETY AGENCY IN BOTH RISK AND HOST AREAS. FUNCTIONS ARE CATEGORIZED AS EITHER FUNDAMENTAL (INHERENT IN THE CHARTER OF THE AGENCY) OR ANCILLARY (PERFORMED AS TIME AND RESOURCES PERMIT). FOR EACH FUNCTION, PROCEDURES TO BE FOLLOWED, RESOURCE REQUIREMENTS, AND MANAGEMENT AND COORDINATION TASKS ARE DEFINED. THE BASIC CONCLUSIONS OF THE STUDY ARE AS FOLLOWS: PUBLIC SAFETY AGENCIES CAN CONTRIBUTE EFFECTIVELY TO CRISIS RELOCATION IF THEY ARE WILLING TO DO THE NECESSARY PLANNING; SOME PLANNING DETAILS CANNOT BE COMPLETED UNTIL THE ACTUAL TIME OF RELOCATION; MUCH CRISIS RELOCATION PLANNING AND PREPARATION IS DIRECTLY APPLICABLE TO RELOCATION DURING NATURAL DISASTERS; AND CRISIS RELOCATION PLANNING CAN BENEFIT PUBLIC SAFETY AGENCIES IN THEIR DAILY ACTIVITIES. A SUMMARY, RECOMMENDATIONS FOR FURTHER RESEARCH, AN ANNOTATED BIBLIOGRAPHY, AND A LIST OF OFFICIALS WHO PARTICIPATED IN THE STUDY ARE INCLUDED. (LKM)
