THESE GUIDELINES FOR FIRE DEPARTMENTS, LAW ENFORCEMENT AGENCIES, AND RESCUE-MEDICAL SERVICES TELL HOW TO PLAN FOR THE EVACUATION OF A MAJOR CITY IN CASE OF DISASTER; THE ASSUMED DISASTER IS A NUCLEAR ATTACK.
Abstract
THE PLANS ASSUME THAT THE CITY MUST BE COMPLETELY EVACUATED OVER A 3-DAY PERIOD AND ITS RESIDENTS HOUSED IN A NUMBER OF SMALLER CITIES APPROXIMATELY 50 TO 100 MILES AWAY. THEY COVER BOTH THE MOVEMENT OF PEOPLE OUT OF THE MAJOR CITY AND PREPARATIONS WHICH MUST BE MADE IN THE HOST CITY TO RECEIVE, HOUSE, AND FEED THE EVACUEES. MAJOR PROBLEMS FACING LAW ENFORCEMENT AND RESCUE-MEDICAL PERSONNEL INCLUDE THE FOLLOWING: NOTIFYING RESIDENTS WHO HAVE NOT HEARD AN EVACUATION WARNING, KEEPING TRAFFIC MOVING IN AN ORDERLY MANNER, MAKING SURE FUEL AND SIMPLE REPAIR PARTS ARE DELIVERED TO SPECIFIED GAS STATIONS ALONG EVACUATION ROUTES FOR PEOPLE TRAVELING BY PRIVATE AUTOMOBILE, KEEPING ORDER, LOADING BUSES AND MAINTAINING ORDER AMONG THOSE WAITING FOR BUSES, AND EVACUATING HOSPITALS AND NURSING HOMES. IT IS ASSUMED THAT FIREFIGHTERS WILL ASSIST BOTH POLICE AND MEDICAL RESCUE PERSONNEL. DURING THE ATTACK THE MAJOR JOB IS KEEPING ORDER AND HANDLING EMERGENCIES. WHEN RADIATION LEVELS ARE SAFE, LAW ENFORCEMENT PERSONNEL SHOULD SCREEN THOSE RETURNING TO THE CITY TO DETERMINE THEIR DESTINATION IN ORDER TO GUARD AGAINST LOOTING. THE SCENARIO ALSO PROVIDES FOR THE EARLY RETURN OF CRITICAL WORKERS. CHARTS, PLANNING MATRICES, CHECKLISTS, AND OTHER TOOLS LIST THE PROBLEMS WHICH ARE LIKELY TO ARISE AND HELP ADMINISTRATORS PLAN PERSONNEL AND EQUIPMENT DEPLOYMENT TO MEET THESE NEEDS. A SIMULATION EXERCISE TO TEST THE PLAN IS SUGGESTED. (GLR)
