REVIEW OF COSTS AND BENEFITS OF VARIOUS TREATMENT MODELS USING TECHNIQUES BASED ON THE ECONOMICS OF HUMAN CAPITAL, HEALTH, AND CRIME.
Abstract
THESE TECHNIQUES ARE USED TO ESTABLISH A SET OF CRITERIA FOR EVALUATING THE RELATIVE EFFECTIVENESS OF SIX PROGRAMS. THEY ARE DETOXIFICATION, CIVIL COMMITMENT, IMPRISONMENT AND PAROLE, METHADONE MAINTENANCE, HEROIN MAINTENANCE, AND HEROIN LEGALIZATION. THE EVALUATION IS DONE IN TWO PARTS. THE FIRST FOUR PROGRAMS, WHICH REPRESENT THE MAJOR ATTEMPTS AT REHABILITATION IN THE UNITED STATES, ARE CONSIDERED INITIALLY. AN ANALYSIS OF THE DESIRABILITY OF HEROIN MAINTENANCE AND HEROIN LEGALIZATION RELATIVE TO THE ABOVE FOUR PROGRAMS THEN FOLLOWS. (AUTHOR ABSTRACT MODIFIED)
