AFTER PRESENTING AN OVERALL INQUIRY INTO THE MANY PROBLEMS WHICH MAY GIVE RISE TO STRIKES BY PUBLIC EMPLOYEES, THIS ARTICLE REVIEWS THE SEVERAL ALTERNATIVES WHICH MAY BE USED TO AVOID STRIKE SITUATIONS.
Abstract
THE PROBLEMS EXAMINED INCLUDE STRIKES FOR RECOGNITION OF A UNION, JURISDICTIONAL DISPUTES OVER THE ASSIGNMENT OF WORK, AND STRIKES OVER WAGES AND WORKING CONDITIONS. STATE LAWS CONCERNING STRIKES BY PUBLIC EMPLOYEES ARE BRIEFLY EXAMINED, AND ISSUES INVOLVED IN STRIKES BY POLICE AND FIREFIGHTERS ARE DISCUSSED. THE AUTHOR RECOMMENDS SUCH MEASURES AS MEDIATION, FACT-FINDING WITH RECOMMENDATIONS, AND ARBITRATION IN ORDER TO SETTLE DISPUTES WITHOUT STRIKES AND WITHOUT COMPROMISING THE EMPLOYEES' RIGHTS TO COLLECTIVE BARGAINING....DMC
