THE ADMINISTRATION AND DELIVERY OF INMATE HEALTH CARE SERVICES IN THE CANADIAN PENITENTIARY SERVICE ARE DESCRIBED AND EVALUATED.
Abstract
THE REPORT, WHICH IS BASED ON THE ADVISORY COMMITTEE'S DETAILED STUDY OF INMATE HEALTH CARE, EXAMINES HOW INMATES OBTAIN HEALTH CARE SERVICES AND ASSESSES THE NATURE AND QUALITY OF THOSE SERVICES. A GENERAL REVIEW OF HEALTH CARE IN CANADA'S FEDERAL PRISONS IS FOLLOWED BY A SUMMARY OF THE CHARACTERISTICS OF THE PRISONS AND THEIR INMATE POPULATIONS. DETAILED ANALYSES ARE THEN PRESENTED OF THE ADMINISTRATIVE STRUCTURE AND ORGANIZATION OF HEALTH CARE SERVICES; THE DELIVERY OF SERVICES; THE ROLE, RESPONSIBILITIES, AND CHARACTERISTICS OF HEALTH CARE PERSONNEL; NURSING SERVICES; PHYSICAL FACILITIES IN PRISON HEALTH CARE CENTERS; AND ADMINISTRATIVE PROBLEMS. THE REPORT CLOSES WITH 76 RECOMMENDATIONS PERTAINING TO POLICY AND ADMINISTRATION, REGIONAL RECEPTION UNITS, BUDGETS AND COST EFFECTIVENESS, STAFF PERFORMANCE AND EVALUATION, RECORDKEEPING, INSTITUTIONAL HEALTH CARE CENTERS (POLICY, ADMINISTRATION, SCOPE OF SERVICES), ALLOCATION OF HOSPITAL BEDS, MEDICAL EMERGENCY KITS, SECURITY, FACILITY DESIGN, HYGIENE AND SANITATION, MEDICATION, PERSONAL AND PROFESSIONAL REQUIREMENTS FOR HEALTH CARE CENTER STAFF, THE ROLE OF THE INSTITUTIONAL PHYSICIAN, AND NURSING SERVICES AND STAFF.
