OVERVIEW OF THE 'PROTECTIVE SURVEILLANCE' SYSTEM, WHICH TAKES IN THE FUNCTIONS OF BOTH PROBATION AND PAROLE IN THE U.S., WITH CITATIONS OF THE APPLICABLE JAPANESE LAWS.
Abstract
A BRIEF HISTORY OF PROTECTIVE SURVEILLANCE (HOGO-KANSATSU) IN JAPAN IS PRESENTED. THE FIVE CATEGORIES OF INDIVIDUALS TO WHOM IT IS APPLIED AND THE CONDITIONS UNDER WHICH IT IS APPLIED ARE ENUMERATED. THE ORGANIZATION OF PROTECTIVE SURVEILLANCE ON A REGIONAL BASIS UNDER A CENTRAL COMMISSION WHOSE MEMBERS ARE DESIGNATED BY THE MINISTER OF JUSTICE IS OUTLINED. THE FUNCTIONS PERFORMED BY THE PROFESSIONAL AND VOLUNTEER PROTECTIVE SURVEILLANCE OFFICERS ARE DESCRIBED. TWO METHODS OF APPLICATION ARE EMPLOYED - THAT OF CONTROL AND DIRECTION AND THAT OF ASSISTANCE AND PROTECTION. A DESCRIPTION IS GIVEN OF HOW EACH OF THESE METHODS FUNCTIONS. REASONS FOR DISCONTINUING PROTECTIVE SURVEILLANCE ARE LISTED.
