THIS REPORT CONTAINS THE RECOMMENDATIONS OF A GOVERNMENT HEARING THAT SOUGHT A COURSE OF ACTION TO ENSURE THAT THE RIGHTS OF PRISONERS WERE NOT ABUSED IN BIOMEDICAL AND BEHAVIOR RESEARCH.
Abstract
THE COMMISSION RECOMMENDED THAT STUDIES OF PRISONERS MAY BE CONDUCTED PROVIDED THAT IT PRESENT MINIMAL OR NO RISK AND NO MORE THAN MERE INCONVENIENCE TO THE SUBJECTS. IT ALSO ARGUED THAT THE HEAD OF THE RESPONSIBLE FEDERAL DEPARTMENT OR AGENCY SHOULD DETERMINE THAT THE COMPETENCE OF THE INVESTIGATORS AND THE ADEQUACY OF THE RESEARCH FACILITIES ARE SUFFICIENT FOR THE CONDUCT OF ANY RESEARCH PROJECT IN WHICH PRISONERS ARE TO BE INVOLVED. IT FURTHER RECOMMENDED THAT THE DEPARTMENT OF HEALTH, EDUCATION AND WELFARE NOT RECOMMEND ANY RESEARCH ON PRISONERS UNLESS THESE CONDITIONS ARE MET....BDS
