REPORT OF A WORKING PARTY WHICH WAS CREATED IN ORDER TO ESTABLISH THE EXTENT OF VANDALISM IN ENGLAND AND WALES, AND TO MAKE RECOMMENDATIONS FOR PRACTICAL MEASURES WHICH CAN BE TAKEN TO PREVENT IT.
Abstract
THE KEY TO PREVENTION IS SAID TO BE MOBILIZATION OF PUBLIC REACTION AGAINST VANDALS. PRECISE IDENTIFICATION OF PUBLICATION OF THE COST OF VANDALISM TO EACH COMMUNITY IS THE FIRST STEP. THE POLICE SHOULD BE MADE AWARE OF HABITUAL AND POTENTIAL TARGETS OF VANDALISM, AND ADJUST DEPLOYMENT ACCORDINGLY. THE AID OF PARENTS AND TEACHERS SHOULD BE ENLISTED IN DISCOURAGING CHILDREN FROM VANDALISM. WIDER PUBLICITY IN CASES WHERE PARENTS ARE HELD LIABLE FOR FINES AND COMPENSATION AWARDED AGAINST YOUNG OFFENDERS WILL ENCOURAGE THIS. MORE RESEARCH IS NEEDED ON THE CAUSES OF VANDALISM. FINALLY, UNTIL PREVENTION BECOMES EFFECTIVE, VANDALISM SHOULD BE THWARTED AS MUCH AS POSSIBLE THROUGH DESIGN AND CONSTRUCTION TECHNIQUES. APPENDIXES INCLUDE VANDALISM DATA AND INFORMATION ON ANTI-VANDALISM MEASURES NOW IN USE.
