ILLUSTRATED GUIDEBOOK FOR THE HANDLING OF HOMEMADE BOMBS AND INCENDIARY DEVICES.
Abstract
ALTHOUGH A POLICEMAN IS NOT CALLED UPON TO DISPOSE OF EXPLOSIVES AS PART OF HIS EVERYDAY ROUTINE, SUCH OCCASIONS PRESENT EXTREMELY DANGEROUS SITUATIONS WHEN THEY DO ARISE. THE AUTHOR ASSESSES THE POTENTIAL FOR VIOLENCE IN TODAY'S SOCIETY AND IDENTIFIES FACTORS CONTRIBUTING TO TARGET SUSCEPTIBILITY. THE TECHNOLOGY OF BOMBS AND INCENDIARIES IS EXPLAINED IN DETAIL, FOCUSING ON THE EXPLOSIVES THEMSELVES, BLASTING ACCESSORIES, FIRING TECHNIQUES, AND FUSING METHODS. VARIOUS TYPES OF BOMBS AND INCENDIARY DEVICES ARE DISCUSSED ALONG WITH COMMON METHODS OF EMPLOYMENT AND DESTRUCTIVE CAPABILITIES. NUMEROUS PHOTOGRAPHS ARE PROVIDED TO INSURE THE READER'S COMPLETE UNDERSTANDING OF THE MATTERS UNDER CONSIDERATION, AS THIS KNOWLEDGE BECOMES CRITICAL TO ATTEMPTS TO DISARM POTENTIALLY LETHAL MATERIALS. PROTECTIVE MEASURES EFFECTIVE IN REDUCING THE LIKELIHOOD OF BOMB INCIDENTS ARE DESCRIBED. THESE INCLUDE PHYSICAL LAYOUT OF FACILITIES, PERSONNEL CONTROL, TRAINING OF SECURITY OFFICERS, AND PROTECTIVE EQUIPMENT. GUIDELINES FOR HANDLING BOMB INCIDENTS ARE OFFERED. PROCEDURES FOR ASSESSING TELEPHONE THREATS AND CONDUCTING EVACUATIONS AND SEARCHES ARE OUTLINED. ALSO CONSIDERED ARE THE SPECIAL CIRCUMSTANCES SURROUNDING BOMB THREAT SITUATIONS INVOLVING ELEMENTARY AND HIGH SCHOOLS, UNIVERSITIES, AND HOSPITALS. (SNI ABSTRACT)
