THIS DOCUMENT DESCRIBES THE ALLOCATION OF FUNDS GRANTED TO THE KANSAS CITY POLICE BY LEAA AND ANALYZES THE ACTIVITIES OF AREA LAW ENFORCEMENT AGENCIES RELEVANT TO SECURITY PLANNING AND OPERATIONS FOR THE CONVENTION.
Abstract
THE REPORT DISCUSSES THE BACKGROUND TO THE CONVENTION, CONVENTION FUNDING AND GRANT ADMINISTRATION, A CHRONOLOGY OF THE EVENTS PRIOR TO AND DURING THE CONVENTION, PRECONVENTION PLANNING, AND CONVENTION OPERATIONS. THE PURPOSES OF THE REPORT ARE TO SERVE AS AN OFFICIAL DOCUMENTATION OF THE POLICING AND SECURITY OF PRECONVENTION AND CONVENTION ACTIVITIES FROM AUGUST 9 TO 20, 1976, AND TO SERVE AS A MODEL TO AID IN PLANNING OF POLICING AND SECURITY FOR THE 1980 NATIONAL POLITICAL CONVENTIONS. IN ANALYZING CONVENTION POLICING, A SYSTEMS APPROACH HAS BEEN UTILIZED, WITH CONVENTION EVENTS PRESENTED FROM THE PERSPECTIVE OF 16 FUNCTIONAL AREAS. DATA WAS GATHERED FROM OBSERVATIONS BY EVALUATORS, INTERVIEWS WITH KANSAS CITY POLICE, WRITTEN RECORDS OF THE KANSAS CITY POLICE, AND A CHRONOLOGY OF THE CONVENTION. AREAS ADDRESSED IN THIS REPORT INCLUDE POLICE TRAINING, ORGANIZATION AND COMMAND POSTS, FIELD OPERATIONS, DEMONSTRATION GROUPS, MEDIA LIAISON, PRESS COVERAGE, SECURITY, EQUIPMENT, AND LOGISTICS. ALSO DISCUSSED ARE COMMUNICATIONS, INTELLIGENCE, TRAFFIC, INTERAGENCY RELATIONS, AND LEGAL CONSIDERATIONS....DMC
