This report summarizes California's crime-related legislation proposed for 1989 and notes that four areas will receive priority: the registration of firearms, coping with street gangs, prison costs and inmate employment, and the strengthening of laws related to drunk driving.
Abstract
Laws to control the use, sale, and possession of semiautomatic assault weapons will be a major focus and will focus on registration requirements, the definition of "dangerous weapons," penalties, and taxes. Legislation on gangs will focus on prevention as well as enforcement. Three proposed laws aim to help criminals defray prison costs through the expansion of inmate work programs. Finally, legislation to reduce alcohol-related driving offenses would prohibit driving with an 0.08 percent blood-alcohol level and would prohibit driving a commercial motor vehicle if the blood alcohol level is greater than 0.04 percent.
