RELYING LARGELY UPON RECORDS KEPT BY THE MIAMI BEACH POLICE DEPARTMENT, THIS STUDY WAS PREPARED AS BOTH A REPORT ON THE USE OF LEAA FUNDS AND A MODEL FOR POLICE ENFORCEMENT AT SIMILAR EVENTS.
THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE, IN PREPARING THIS REPORT HAS TRIED TO DETERMINE THE ASPECTS OF PLANNING AND EXECUTION OF POLICE ACTIVITIES RESPONSIBLE FOR THE OVERALL SUCCESS ENJOYED BY LAW ENFORCEMENT AGENCIES IN ACHIEVING 'EFFECTIVE AND HUMANE' POLICING. POLICE OBJECTIVES WERE THE MAINTENANCE OF PEACE AND TRANQUILITY WITHIN THE COMMUNITY, PROTECTION OF THE RIGHTS OF THE DELEGATES TO CARRY OUT THEIR DUTIES, AND PROTECTION OF THE RIGHTS OF DISSENTERS TO VOICE PEACEFUL PROTEST. IN ADDITION TO DETAILING THE EVENTS OF THE CONVENTIONS, THE REPORT OUTLINES SUCH AREAS AS LEGAL CONSIDERATIONS, POLICE TRAINING, INTELLIGENCE SYSTEMS, EQUIPMENT, CRIMINAL JUSTICE PROCEDURES, AND PRESS RELATIONS. MANY MAPS, DIAGRAMS, AND PHOTOGRAPHS ARE INCLUDED.
