ONE IN A SERIES OF THREE FINAL REPORTS ON A THREE AND ONE HALF YEAR EFFORT TO IDENTIFY APPROPRIATE ROLES FOR THE CRIMINAL JUSTICE SYSTEM AND RELATED EDUCATION, TRAINING, SELECTION, AND PERFORMANCE MEASUREMENT REQUIREMENTS.
Abstract
THIS RESEARCH AND DEVELOPMENT PROGRAM, INITIATED IN MAY 1971 AND COMPLETED IN DECEMBER 1974, FOCUSED ON THE SIX MAJOR POSITIONS IN THE CRIMINAL JUSTICE SYSTEM - POLICE OFFICER, PROSECUTING ATTORNEY, DEFENSE ATTORNEY, JUDGE, CASEWORKER, AND CORRECTIONAL WORKER. IT WAS CONDUCTED BY THE DEPARTMENT OF JUSTICE, LEAA, THE CALIFORNIA COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING, AND THE CRIMINAL JUSTICE PLANNING AND OPERATIONAL AGENCIES IN CALIFORNIA, MICHIGAN, NEW JERSEY, AND TEXAS. A VARIETY OF RESEARCH TECHNIQUES WERE USED, INCLUDING ROLE PERCEPTION SURVEYS, FIELD OBSERVATION, LITERATURE SEARCHES, EXPERT OPINION, AND AN ANALYSIS OF SOCIAL TRENDS. THIS REPORT CONTAINS THE MAJOR PROGRAM FUNDINGS, RECOMMENDATIONS DEVELOPED AS A RESULT OF ANALYSIS OF RESEARCH RESULTS, AND A DESCRIPTION OF THE METHOD USED FOR THE OVERALL PROJECT STAR EFFORT. A MINIMUM OF STATISTICAL DATA IS PRESENTED.
