Abstract
FOLLOWING A SECTION OF POLICE RECOMMENDATIONS, THERE IS A DISCUSSION OF MANY OF THE DESIGN, PROCEDURAL AND ORGANIZATIONAL ASPECTS OF PROJECT SEARCH (SYSTEM FOR ELECTRONIC ANALYSIS AND RETRIEVAL OF CRIMINAL HISTORIES) AS THEY AFFECT PERSONAL PRIVACY. THE SECTION ON SYSTEM SECURITY REFERS TO EQUIPMENT, SOFTWARE, AND OPERATING PROCEDURES. CONTROLS AND PRECAUTIONS ARE DISCUSSED TO ENSURE REASONABLE RIGHTS OF PRIVACY AND PROTECTION OF SYSTEM DATA. THE APPENDIXES CONTAIN A CODE OF ETHICS, A GLOSSARY AND A BIBLIOGRAPHY. THE GENERAL TYPES OF PROBLEMS DISCUSSED INCLUDE - THE TYPES OF DATA THAT WILL BE CONTAINED IN THE FILES, THE PERSONS WHO WILL RECEIVE THE DATA, THE PURPOSES FOR WHICH THE DATA WILL BE USED, THE RELATIONSHIP BETWEEN THE SYSTEM AND THE PEOPLE WHOSE CRIMINAL HISTORIES COMPRISE THE DATA BANK AND THE ORGANIZATIONAL AND ADMINISTRATIVE ASPECTS OF THE SYSTEM.
