TECHNICAL AND ECONOMIC FEASIBILITY AND OPERATIONAL PERFORMANCE OF SATELLITE TRANSMISSION OF HIGH RESOLUTION FINGERPRINT DATA.
Abstract
A PRIMARY CONCLUSION IS THAT SUCH A SYSTEM IS TECHNICALLY FEASIBLE. THE RESULTS INDICATE THAT IF COSTS ARE EVALUATED OVER A 10-YEAR EXPECTED OPERATING LIFE, THE COST OF ACQUISITION AND OPERATION ARE NEARLY THE SAME AS THE ALTERNATIVES CONSIDERED, WHEN THE COMMUNICATION SYSTEM DOES NOT CARRY A VIDEO CAPABILITY. WHEN THE VIDEO CAPABILITY IS ADDED, THE SATELLITE COSTS SUBSTANTIALLY LESS THAN THE OTHER ALTERNATIVES. THE ARTICLE DESCRIBES THE EXPERIMENTAL EQUIPMENT AND DISCUSSES EXPERIMENTS PERFORMED. THE APPENDED MATERIAL INCLUDES FINGERPRINT QUALITY RATING SCALES AND STATISTICAL DATA ANALYSIS PROCEDURES.
