THE DOCUMENT PRESENTS A SUMMARY HISTORY AND DESCRIPTION OF THE AGENCY RESPONSIBLE FOR CRIMINAL JUSTICE STATISTICS IN EACH OF THE FIVE PARTICIPANT STATES AND A DISCUSSION OF THOSE CRITERIA CONSIDERED ESSENTIAL IN THE DRAFTING OF STATE STATISTICAL STATUTES, AN INITIAL STEP IN THE DEVELOPMENT OF ANY STATEWIDE STATISTICAL SYSTEM.
