RESEARCH AND DEVELOPMENT ACTIVITIES CONDUCTED BY THE PROJECT SEARCH COMMITTEE ON STATE IDENTIFICATION BUREAU.
Abstract
PROJECT SEARCH IS A COOPERATIVE EFFORT OF THE CRIMINAL JUSTICE SYSTEMS OF THE 50 STATES, BANDED TOGETHER TO APPLY TECHNOLOGY TO THE CRIMINAL JUSTICE SYSTEM OF THE UNITED STATES. THE MISSION OF THIS COMMITTEE WAS TO IDENTIFY AREAS IN STATE IDENTIFICATION BUREAU OPERATIONS IN WHICH TECHNOLOGY, PROPERLY APPLIED, COULD INCREASE BUREAU EFFECTIVENESS AND EFFICIENCY. FOUR STATE IDENTIFICATION BUREAUS WERE SELECTED FOR MORE INTENSIVE STUDY IN A FURTHER EFFORT TO DEFINE THE REAL PROBLEMS FACING IDENTIFICATION BUREAUS TODAY. THESE FOUR STATES (NEW YORK, VIGINIA, SOUTH CAROLINA, AND OREGON) REPRESENT THE EXTREME DIVERSITY OF SIZE, LEGISLATION, AND PRACTICES FOUND IN ALL STATE IDENTIFICATION BUREAUS. THIS REPORT IS PRESENTED IN FOUR MAJOR PARTS, FOLLOWED BY APPENDIXES. PART ONE PROVIDES AN EXECUTIVE SUMMARY OF THE WORK PERFORMED AND THE FINDINGS OF THE PROJECT COMMITTEE WITH RESPECT TO STATE IDENTIFICATION BUREAU OPERATIONS. PART TWO PRESENTS AN OVERALL SYSTEM CONCEPT FOR THE APPLICATION OF TECHNOLOGY TO THE IDENTIFICATION BUREAU OPERATIONS; FOR THE SAKE OF CLARITY, THIS CONCEPT IS PRESENTED IN THE CONTEXT OF A 'MODEL STATE IDENTIFICATION BUREAU' AND DOES NOT REPRESENT IN SIZE, WORKLOAD, OR PROCEDURES ANY EXISTING STATE OPERATION. PART THREE OF THE REPORT DEVELOPS THE SYSTEM CONCEPT BY ASSIGNING TO THE MODEL STATE IDENTIFICATION BUREAU FILE SIZES AND INPUT LEVELS, AND CALCULATES THE WORKLOAD STATISTICS OF THE MODEL BUREAU USING THE NEW SYSTEM CONCEPT. STAFF AND FACILITY REQUIREMENTS FOR THE MODEL STATE IDENTIFICATION BUREAU ARE PRESENTED IN THIS PART. PART FOUR PRESENTS COMMENTS CONCERNING THE IMPLEMENTATION OF ONE OR MORE MODULES OF THE MODEL STATE IDENTIFICATION BUREAU. THE APPENDIXES CONTAIN A COPY OF THE SURVEY QUESTIONNAIRE MAILED TO ALL STATE IDENTIFICATION BUREAUS AND ITS RESPONSES, ALONG WITH SITE VISIT REPORTS. (SNI ABSTRACT)
