This manual aims to provide communities in Iowa with step-by-step guidance for planning and implementing programs designed to prevent alcohol and other drug problems.
Abstract
The guidelines rest on the public health model of prevention. They emphasize the need for cooperative initiatives that involve families, religious institutions, media, service organizations, private industry, labor, health care professionals, social service agencies, law enforcement, court systems, educational institutions, and drug abuse prevention and treatment professionals. The guidelines were developed by a State coalition of agencies. A central component is the Community Prevention Matrix which provides a framework for action.
