PROGRAM TO PROVIDE SERVICES TO ECONOMICALLY DISADVANTAGED FIRST OFFENDERS TO HELP THEM RETURN TO THEIR COMMUNITIES AND AVOID REENTRY INTO THE CRIMINAL JUSTICE SYSTEM.
Abstract
THE PROGRAM CONSISTS OF COUNSELING, HEALTH AND SOCIAL SERVICES TREATMENT, AND REFERRALS FOR JOBS, TRAINING, AND EDUCATION. IT IS A PRE-TRIAL DIVERSION PROJECT TO AVOID A NEGATIVE FIRST CONTACT WITH THE CRIMINAL JUSTICE SYSTEM. THIS REPORT IS THE FIRST PHASE OF AN EVALUATION IN WHICH THE PROGRAM IS ANALYZED FROM THE STANDPOINT OF FULFILLING CONTRACTUAL OBLIGATIONS. PROJECT OBJECTIVES, ORGANIZATION, AND PERFORMANCE ARE DESCRIBED. SEVERAL HINDRANCES IN THE EFFECTIVE OPERATION OF THIS PROGRAM ARE IDENTIFIED. THE METHODOLOGY FOR THE REMAINDER OF THE EVALUATION IS ALSO PRESENTED.
