Abstract
THE FIRST PAPER BRINGS OUT KEY ISSUES IN ALL IMPORTANT ASPECTS OF INDUSTRIAL PROJECT EVALUATION. THE LAST CONSISTS OF A SELECTED BIBLIOGRAPHY, PREPARED BY UNIDO, WHICH CAN BE USED BY EVALUATING AGENCIES IN DEVELOPING COUNTRIES. THIS BIBLIOGRAPHY WAS PREPARED AFTER THE SYMPOSIUM AND AS A PART OF THE FOLLOW-UP PROGRAMME. THE SECOND AND THIRD PAPERS TACKLE THE PROBLEMS OF RELATING A PROJECT TO INDUSTRIAL PROGRAMMING AND OVER-ALL PLANNING. THE FOURTH EXAMINES THE ECONOMIC ASPECTS OF PROJECT PREPARATION WHILE THE FIFTH DEALS WITH THE METHODS OF ORGANIZING THE WORK OF EVALUATING AGENCIES WITH A VIEW TO ENSURING EXPEDITIOUS, ORDERLY AND THOROUGH SCRUTINY OF PROJECTS. THE ELEVEN PAPERS THAT FOLLOW ARE DEVOTED TO AN EXAMINATION OF GENERAL AND SPECIFIC POINTS, INCLUDING COMMERCIAL AND NATIONAL ECONOMIC PROFITABILITY, INTERDEPENDENCE AMONG PROJECTS, APPRAISAL OF A FINANCIAL PLAN FOR THE PROJECT AND REQUIREMENTS OF MANAGERIAL AND TECHNICAL PERSONNEL. THE CRITERIA OF EVALUATION, AS WELL AS THE METHODS USED IN THEIR APPLICATION, ARE COVERED BY THIS GROUP OF PAPERS. THE EXAMINATION OF NATIONAL ECONOMIC PROFITABILITY AS EXPRESSED IN TERMS OF VARIOUS OBJECTIVES OF DEVELOPMENT PLANNING, SUCH AS HIGH RATES OF GROWTH, HIGH EMPLOYMENT, SELF-RELIANCE, IMPROVEMENT IN BALANCE OF PAYMENTS POSITION AND REDISTRIBUTION OF INCOME, IS THE MOST IMPORTANT AS WELL AS THE MOST DIFFICULT TASK IN PROJECT EVALUATION. MOST OF THE PAPERS IN THIS GROUP ARE CONCERNED WITH ONE OR MORE ASPECTS OF CALCULATIONS OF NATIONAL ECONOMIC PROFITABILITY. PAPER NO. XVII IS A SURVEY OF INDUSTRIAL PROJECT EVALUATION IN THE UNITED STATES, THE UNITED KINGDOM AND FRANCE, AND DEALS PRIMARILY WITH THE PRACTICES OF PROJECT EVALUATION IN THE PRIVATE SECTOR. PAPER NO. XVIII SURVEYS THE LITERATURE ON COST BENEFIT ANALYSIS. THE NEXT TWO PAPERS DEAL WITH THE ISSUES OF FOLLOW-UP PROCEDURES AND PRACTICES. FINALLY, PAPER NO. XXI BRINGS OUT ISSUES AND PROBLEMS ENCOUNTERED IN PRACTICES IN A DEVELOPING COUNTRY AND WHICH ARE IN MANY WAYS TYPICAL OF THE SITUATION IN DEVELOPING COUNTRIES. (AUTHOR ABSTRACT)
