SURVEY OF STATE ADULT CORRECTIONAL INSTITUTIONS TO DETERMINE PROCEDURES USED IN THE DIAGNOSIS AND TREATMENT OF MENTALLY RETARDED OFFENDERS.
Abstract
FOLLOWING AN INTRODUCTION WHICH CONTAINS A DISCUSSION OF RESEARCH METHODOLOGY, PROCEDURES, AND LIMITATIONS, THE AUTHOR COMMENTS ON THE MENTALLY RETARDED OFFENDER AND THE RIGHT TO TREATMENT. CONSIDERABLE ATTENTION IS GIVEN TO THE SURVEY FINDINGS WITH DISCUSSION OF THE USE OF INTELLIGENCE TESTS, TEST ADMINISTRATION, PRIORITY OF TEST RESULTS, THE IMPACT OF TESTING ON CLASSIFICATION, AND TREATMENT PROGRAMS FOR THE MENTALLY RETARDED OFFENDERS. THE AUTHOR CONCLUDES THAT THE MENTALLY RETARDED OFFENDER IS NOW RECOGNIZED AS A SIGNIFICANT AND IMPORTANT ELEMENT OF THE PRISON POPULATION THAT MUST BE IDENTIFIED AND GIVEN TREATMENT COMMENSURATE WITH HIS MENTAL CAPACITY AND INDIVIDUAL NEEDS. HE STATES THAT PLANNED INNOVATION CAN REDUCE THE PROBABILITY OF THE NEED FOR ADAPTIVE INNOVATION AS A RESULT OF A FORCED JUDICIAL RESOLUTION OF THE QUESTION OF THE INMATES' RIGHT TO TREATMENT.
