This manual is a guide to the National Center for Missing and Exploited Children's Project ALERT, a program designed to provide technical assistance and consultation to law enforcement agencies in domestic and international cases of missing, abducted, and sexually exploited children.
Abstract
The manual describes what Project ALERT can offer, such as addressing issues associated with missing and exploited children at speaking engagements; contributing unique skills, expertise, and experience to a law enforcement agency's resource pool; and providing general administrative liaison support to law enforcement agencies. The manual also includes guidelines on how to implement a project, the chain of command, the steering committee, how to apply for project participation, qualifications of and selection criteria for a project representative, training, and conduct. In addition, the manual contains information on how law enforcement agencies can request assistance under Project ALERT, travel and expense claims, performance evaluation of project personnel, evaluation reports, and media relations. Sample forms are appended that can be used by project personnel, including an after-action report, tracking and reference sheets, an activity log, a cash disbursement request form, an expense report, a performance evaluation form, and request for services and assistance forms. The appendix also provides a list of investigative resources, an organizational chart of the National Center for Missing and Exploited Children, and a fact sheet on missing children.
