THIS PAPER PROVIDES AN OVERVIEW OF THE DEVELOPMENT OF THE STATE PLANNING AGENCY (SPA) IN NEW YORK AND SOME DETAIL RELATIVE TO THE EVOLUTIONARY PROCESS THE SPA HAS UNDERGONE IN STRENGTHENING ITS ANTI-CRIME PROCEDURES.
Abstract
LEAA GRANT-IN-AID FUNDS (TOTALLING OVER $4 BILLION FROM 1968 TO 1976) HAVE HELPED MANY STATES AND LOCAL GOVERNMENTS IMPROVE THE FUNCTIONING OF VARIOUS COMPONENTS WITHIN THE CRIMINAL JUSTICE SYSTEM. THESE FUNDS HAVE ENABLED THE NEW YORK SPA TO GRANT AWARDS IN A WIDE VARIETY OF PROGRAM AREAS TO IMPLEMENT PROJECTS THAT ADDRESS IDENTIFIED PROBLEM AREAS IN THE CRIMINAL JUSTICE SYSTEM. ONGOING ANALYSIS OF PROGRAM EFFECTIVENESS HAS RESULTED IN PROCEDURAL CHANGES THAT PLACE GREATER RESPONSIBILITY FOR IDENTIFICATION AND ANALYSIS OF CRIME AND DELINQUENCY PROBLEMS AT THE LOCAL LEVEL, ESPECIALLY IN THE MAJOR METROPOLITAN AREAS WHERE CRIME IS MOST PREVALENT....MSP
