In compliance with Title I, Part D of the Federal Elementary and Secondary Education Act (ESEA), this Annual Performance Report for School Year 2010-11 describes the year's accomplishments in fulfilling ESEA's purpose, which is to provide supplemental education funding for programs that serve children and youth who are neglected, delinquent, or at risk of education failure.
Abstract
ESEA consists of two subparts. Subpart 1 focuses on targeted children and youth in the State agency (SA) program, which serves targeted children and youth in State-operated institutions or community day programs. Subpart 2, the local educational agency (LEA) program, supports district programs that collaborate with locally operated correctional facilities and programs for targeted children and youth. This Annual Performance report indicates that a majority of the long-term students in both Subpart 1 and Subpart 2 programs showed improvement in reading and mathematics. Almost half of the age-eligible students who benefited from both Subparts earned high school credits. Approximately one-fifth of the age-eligible students in Subpart 1 programs earned a GED or a high school diploma. Although these data suggest that many students served by programs that received ESEA funding are achieving important academic and vocational outcomes, there is room for additional improvement and growth in a number of areas. Within the next 2 years, additional data will be collected on student disabilities, English language learners, and transition services that assist in further identifying student needs and assisting States in focusing their programming to help these students develop the skills they need to transition successfully into local schools and the community. The Federal Department of Education will continue to support States in improving the quality of educational programming for targeted students through both direct funding and technical assistance. 15 figures, 15 tables, and appended listing of programs funded by State, additional data tables for student counts, and the methodology of the performance study
