THE PHILOSOPHY AND DESIGN OF AN OTTAWA, ONTARIO, PROGRAM USING VOLUNTEERS IN A VARIETY OF PROBATION-RELATED ROLES ARE DESCRIBED.
Abstract
THE PHILOSOPHY OF VOLUNTEERISM THAT GUIDED DEVELOPMENT OF THE OTTAWA PROGRAM IS OUTLINED, AND THE FOLLOWING PROGRAM OBJECTIVES ARE STATED: TO PROVIDE A WIDER RANGE OF SERVICES TO BOTH THE COURTS AND THE PROBATIONERS, TO DEVELOP INSTRUMENTS WITH WHICH TO MEASURE THE EFFECTIVENESS OF VOLUNTEERS AND PROFESSIONALS IN THEIR WORK WITH OFFENDERS, AND TO PRODUCE A PROGRAM DESIGN THAT WILL SERVE AS A MODEL FOR OTHER CRIMINAL JUSTICE SYSTEMS IN CANADA. THEORETICAL ASSUMPTIONS UNDERLYING THE PROGRAM'S STRATEGY ARE PRESENTED, AND ELEMENTS OF THE STRATEGY ARE DISCUSSED. PARTICULAR ATTENTION IS DIRECTED TO THE MULTIPLE ROLES TO BE MADE AVAILABLE TO VOLUNTEERS. THESE ROLES INCLUDE SUPERVISING PROBATIONERS, ACTING AS GROUP LEADERS OR GROUP DIRECTORS, PRESENTENCE REPORT WRITING, COURT DUTY (PREDISPOSITION REPORT WRITING), COLLECTING RESEARCH DATA, AND DIRECTING AN ANNUAL VOLUNTEER-PROFESSIONAL CONFERENCE. THE ROLES OF PROFESSIONAL PROBATION OFFICERS, OFFENDERS, AND THE PROGRAM ADVISORY COMMITTEE ARE ALSO DISCUSSED, TOGETHER WITH DETAILS OF ADMINISTRATIVE STRUCTURE (MANAGEMENT, RECRUITMENT, SCREENING, TRAINING, MATCHING PROBATIONERS WITH VOLUNTEERS). ALSO INCLUDED IS AN EVALUATION DESIGN FOR THE PROGRAM. SUPPORTING DOCUMENTATION AND SAMPLE FORMS ARE APPENDED. A BIBLIOGRAPHY IS PROVIDED.
