Abstract
DISCUSSED ARE THE SUCCESSION OF UNITS IN THE DEPARTMENT'S HISTORY WHICH HAVE BEEN RESPONSIBLE FOR LABOR AND PERSONNEL RELATIONS. THE ARTICLE ASSERTS THAT ONLY SINCE 1971 HAS THE DEPARTMENT BEGUN TO FULLY REGULARIZE AND MODERNIZE THESE RELATIONS, CULMINATING IN A REORGANIZATION IN 1973 UNDER COMMISSIONER PATRICK V. MURPHY.
