Abstract
THE DOCUMENTS OUTLINES THE NEW YORK CITY POLICE PROMOTION PROCEDURES INVOLVING A WRITTEN TEST AND SENIORITY AND PERFORMANCE EVALUATION. LEGAL CHALLENGES TO THESE PROCEDURES LED TO THIS EDUCATIONAL TESTING SERVICE (ETS) STUDY OF THE PROBLEM. FOLLOWING A REVIEW OF THE LITIGATION HISTORY THE DOCUMENT COMPARES THE PROCEDURES TO THOSE OF COMPARABLE JURISDICTIONS. MAJOR ATTENTION CENTERS ON CONSTRUCTING TESTS AND ON PREPARING AND EVALUATING APPLICANT PROTESTS. RECOMMENDATIONS ARE MADE TO INCREASE THE VALIDITY AND ACCEPTABILITY OF THE PROCEDURES, AND DECREASE THEIR LEGAL SUSCEPTIBILITY. SAMPLE SUGGESTIONS INCLUDE DEVELOPING SPECIFICATIONS BASED ON JOB ANALYSES, LENGTHENING THE TEST, USING TEST AND CONTENT SPECIALISTS, AND ALLOWING PROTESTING APPLICANTS TO CONSULT TOGETHER AND WITH OUTSIDE CONSULTANTS TO IMPROVE THEIR PROTESTS.
