THE PROCEEDINGS OF THE 1977 ANNUAL MEETING OF FRENCH POLICE COMMISSIONERS ON PROBLEMS OF POLICE EQUIPMENT ARE PRESENTED.
Abstract
THE NEED OF THE NATIONAL POLICE TO MODERNIZE EQUIPMENT AND TO USE IT EFFICIENTLY BY TRAINING SPECIAL PERSONNEL IS EMPHASIZED. IMPROVEMENTS IN RECENT YEARS HAVE INCLUDED INCREASED MOBILITY AND CREATION OF AN INFORMATION CENTER, BUT ONLY A SMALL PORTION OF THE POLICE BUDGET GOES FOR EQUIPMENT. THE TOPIC OF TELECOMMUNICATION IS DISCUSSED, ESPECIALLY RADIO, THE ORGANIZATION OF THE SYSTEM, AND PROBLEMS SUCH AS THE RAPID DEVELOPMENT OF TECHNOLOGY. ESTABLISHMENT OF AN INFORMATION SYSTEM IS DESCRIBED TOGETHER WITH PROBLEMS SUCH AS DISTRIBUTION OF SERVICES, ENCROACHMENT ON INDIVIDUAL FREEDOM, AND SECURITY OF INSTALLATIONS. EXAMPLES ILLUSTRATE THE SYSTEM FOR APPREHENSION OF WANTED PERSONS AND LOCATION OF STOLEN AUTOS. THE LOCATION OF POLICE FACILITIES IS EMPHASIZED AS BEING DETERMINED BY SUCH FACTORS AS GEOGRAPHY, CONCENTRATION VERSUS DECENTRALIZATION OF SERVICES, POLICE-PUBLIC RELATIONS, AND AVAILABLE COMMUNICATIONS EQUIPMENT. THE ADVANTAGES AND DISADVANTAGES OF VARIOUS FACILITY PLANS ARE DISCUSSED. FINALLY, THE NUMBER OF VEHICLES AND VEHICLE OBJECTIVES SUCH AS MODERNIZATION ARE CONSIDERED. STUDY GROUP REPORTS RELATE TO MEANS OF REDUCING ACCIDENTS, THEFT AND LOSS OF WEAPONS, CONDITIONS FOR USE OF COMMUNICATIONS SYSTEMS, MODERNIZATION OF INFORMATION SYSTEMS, THE EFFECTIVENESS OF MODERNIZATION, AND PROTECTION OF POLICE FACILITIES. IN CONCLUSION, DIALOGUE BETWEEN ACTIVE AND TECHNICAL POLICE SERVICE AGENCIES AS WELL AS CLEAR DEFINITION OF EQUIPMENT REQUIREMENTS ARE ENCOURAGED.
